JOB DESCRIPTION: The Maintenance Engineer – ADS-B provides technical support to the Federal Aviation Agency (FAA) Aviation Safety (AVS), General Aviation and Avionics Branch (AFS-350) to develop and implement Automatic Dependant Surveillance – Broadcast (ADS-B) in the National Airspace (NAS). Maintenance Engineer – ADS-B interacts with other FAA branches such as The Aircraft Engineering Division (AIR-100) branches, Flight Standards Services AFS) branches and government/industry groups such as RTCA.
Responsibilities include technical contribution to development and revision of ADS-B policy and guidance materials. Guidance materials include Advisory Circulars, Minimum Aviation System Performance Standards (MASPS), Orders, Airworthiness Directives (AD) and others.

The key responsibilities of the Maintenance Engineer – ADS-B are to utilize experience in general and air carrier aviation to support the development and regulation of national and international standards, and policies and procedures.

Support the oversight of Designated Representatives of the Administrator under 14 CFR parts 65, 147, and 183. Support the analysis and implementation of regulatory requirements, including Federal Aviation Regulations and Airworthiness Directives supporting Large/small aircraft (non-carrier) and operating certificate holders under 14 CFR parts 91, 125, 133, and 137 for airframes, power plants, propellers, appliances and related systems.

Support development of general aviation maintenance operations under 14 CFR 43 and 91. Support AFS-350 developing regulations and national policy governing the certification, inspection, and surveillance of the maintenance aspects of air agencies, air carrier operators, airmen, commercial operators; and maintenance requirements, performance standards, and practices applied to ensure the continued airworthiness of civil aircraft as apply to ADS-B procedures and applications.

Support AFS-350, with technical expertise, on work groups related to ADS-B. Support development of terminology and guidance to FSDOs and ACOs to communicate standardized process/procedure for repair specification approvals.

REQUIRED EDUCATION/SKILLS: Bachelor of Science (B.S.) degree in a discipline directly related to the SOW plus four (4) or more years of increasingly responsible professional experience, including experience in a technical area directly related to the SOW or Masters Degree. Eight (8) years of progressively responsible work experience in a field directly related to the Statement of Work may replace the Bachelor’s degree requirement. Demonstrated ability to review, and interpret 14 CFR parts 21, 25, 43, 91 and 121 to ensure safe and legal aircraft operations.

DESIRED SKILLS: 5 years experience as an Aviation Safety Inspector evaluating avionics performance and participating in development of avionics performance standards and technical standard orders. Plain language technical writing skills, excellent communications skills and ability to facilitate avionics technical working groups. Demonstrated ability to receive assignments in the form of objectives and establish goals to meet objectives. Capable of providing solutions to a variety of problems that may arise in an expeditious, efficient, and timely manner.
